It was a one-off joke she said while talking to a boy. However, I agree it wasn’t meant to be dirty because this was only in the second or third episode (first one with Joe,) which was before FG got dirty and raunchy, and before they started beating up on Meg (in fact, in the first couple of seasons, Meg was supposed to be sympathetic, the “average person” stuck in this crazy world of Kool-Aid Men, giant squids, and giant chickens.) So I agree the line was just her being awkward around a boy…she just blurted something stupid out… But ones I can’t believe they did get away with: Peter and Lois start smoking pot like when they were kids to get some “inspiration” for their folk music. Brian comes home, finds them blazed out of their minds, naked on the couch (although the one that broadcast on Fox Lois has underwear on, but the Adult Swim airing she didn’t, and it made it pretty clear that she goes full-on Brazilian…) Lois then goes to Brian: Lois: He’s knocking on the back door… Brian: Uhh…what? Lois: Peter…he’s knocking on the _back door!_ Should I do it? I’m a-scared! Then there was a scene with Gene Simmons visiting Peter while he was trying to form a band. He waves his big tongue out, which then extends dozens of feet, crawls along the floor and we hear Lois offscreen go, “Oh, HI Jean, heh heh.” (And in a previous episode, we know that Lois banged Gene.) Pretty obvious cunnilingus reference. ---
