When the temperature gets down to “kill you if you sleep outside” levels here, the shelters don’t turn anyone away, no matter how crowded they get. Homelessness is still a problem here, but there are quite a few organizations working on it. ---

The churches are heavily involved in shelters here too, so if one place is full up, they send you to another. If, as has happened a few times in these last difficult years, they all run out of sleeping space, you end up in chairs but you are still indoors.
