I think, for similar reasons as to why conservatives need to self-assess themselves as more patriotic than democrats, they also need to reassure themselves that they are for law and order. Democrats aren’t so insecure as to need to have the phrase repeated like a mantra in order to actually be for law and order. ---

We (at least some or most of us Liberals) are also keenly aware that ‘Law and Order’ are frequently not on the side of Justice. ---

I guess if your idea of law and order is insisting on carrying an AK47 when you go to Applebee’s for dinner, then the conservatives do have a lock on “law and order”. But the conservatives- at least the patriot faction (and the POTUS faction)- seem to make a practice of disrespecting federal law enforcement agencies.
