Integer programing packages

Anybody out there able to give me their thoughts/reviews of base level linear/integer programing software?

I've got a blending/logistics problem at work that cries out operations research techniques. I got a near zero budget to work with, so I'd like to work up a model with a basic package and demonstrate that as a case study for indicative savings and then lobby management to purchase a fully featured package like Express-MP.

I've used MILP-88 in the past but are there better options?
