Need help choosing monitor under $200

Don’t really need anything bigger than 21" and don’t need built-in speakers. I don’t do gaming. Mostly everyday surfing, some movies and video watching and some processing of RAW format pics. My video card (Biostar VA4653NH51) has HDMI, D-SUB and DVI ports. Two I’ve been looking at: A little bigger than what I need, but it’s an IPS monitor, so that should definitely be a plus, right? Instead of looking at “monitors”, look at “small TVs”. My last two monitors have been small LG TVs, less than half the price of something the same size labeled “monitor” and more kinds of connectors than these. And you can watch TV on them without a TV card!
