Need help choosing monitor under $200

Don’t really need anything bigger than 21" and don’t need built-in speakers. I don’t do gaming. Mostly everyday surfing, some movies and video watching and some processing of RAW format pics. My video card (Biostar VA4653NH51) has HDMI, D-SUB and DVI ports.

Two I’ve been looking at:

A little bigger than what I need, but it’s an IPS monitor, so that should definitely be a plus, right? Any thoughts or recommendations? I could definitely use some advice from others that know more about monitors than me, considering I don’t have much knowledge in this area. Thanks.
