The story to which you linked noted that hired professionals were not keeping up on knowledge essential to their jobs. Nothing in the story indicated that the people of Texas had voted to accept bad testimony. Nothing in the story indicated that the people of Texas had deliberately chosen to only hire people who were not staying current on their training. For that matter, there is no evidence presented that the arson investigators deliberately chose to maintain their ignorance on some topics.
I agree that those guys should be sent out for training. I would agree that it might be wise if all investigators were required to maintain ongoing training. (Have you any evidence that this situation is unique to Texas?) I will even agree on the broader principal that the state of Texas is fairly lax in providing due process in criminal cases, particularly capital cases.
However, you have taken a single incident of less than professional behavior (with no indication of deliberate malice or even evidence of dereliction of duty) and have used it to blast out a condemnation of every human in one state.
