No. Anything greater then a $100 bill is for government transactions only.
Most good sized coin shops either stock or can get them for you. Expect to pay $1200 and up, depending on condition. A $1200 specimen will be pretty circulated.
I know for a fact that 1000 dollar bills are available to the general public.
Also, 1961 dollar bills are worth almost $2000 these days.

Those are collecters bills…not really for circulation.

Not that anyone is going to miss it… I’ve only seen two, both behind glass at coin dealers.
Any US currency that was ever printed or minted is still valid at its face value. You could, if you wanted, spend a 1888 $20 gold piece and get $20 worth of merchandise. You’d be crazy to do so because it’s worth much, much more than that. Likewise, a bank would have to accept your deposit of a $1000 bill and credit you with $1000.

I think a large part of the reason they were discontinued is because it was easy to launder money with big bills. A brief case full of twenties was just a wallet full of $1,000 (or $10,000)s.
I think Canada has stopped issuing them as well, but I remember back in 96 for Christmas each of us 3 kids got a 1000$ bill. It was what my parents had decided to give to us from my grandfather’s inheritance. Anyways, my mother had to go to the bank and order them specifically, because most banks didn’t have any, let alone 3.
