It would be interesting to see what the proposed language was that was discarded. Also, an interesting debate would be: to what degree, generally, can we look back at congressional minutes and suss out meaning by the phrasings that were discarded?
Had you bothered to think instead of just spewing a knee-jerk reaction, you would have seen that I was agreeing with the OP. My opinions are always worth expressing.
