1-800 numbers

Obviously not all of Chicagoland, as I pay $0.05 per call for local (0-8 miles) calls.

NANPA administrates the area codes in North America, and their web site covers all kinds of arcane information such as what area codes are running out of numbers and when.

According to the BT website:

It is my understanding that all calls to numbers beginning with 0800 are free to the caller.

Careful, there! The 1-800 system is valid for North America and the Caribbean. This area actually contains countries other than the United States of America!
Bermuda, Bahamas, Jamaica and, yes, Canada are all separate countries, and are all capable of using the North American 1-800 system for toll-free calls.
