Not sure about Alberta , but in Ontario its become a moot point. The Toronto Sun did a couple page storys about reservation cigs and one of the stats that they pointed out was that when they collected cig butts outside of schools(its legal for kids to smoke , but ilegal to buy) the majority of them turned out to be from reservations.
So the market has reacted and the normal logistical chain has been bypassed.

Because it was going to be a huge a largely pointless exercise going around classifying every platform shelter as indoors or outdoors depending on the number of walls, they took advantage of the legislation to quietly and separately make it illegal to smoke on any railway property, hence the signs on unquestionably-outdoor sections.
