Go back and look again and watch where the kickers right foot gets planted in preparation for the kick. It’s 1 to2 feet past the ball and right below the kids head. You can see the orange front part of the shoe extending to the right beyond the leg of the player blocking part of the action.
I saw that.
The kid starts off with his left foot, plants his right foot and kicks. There could be two reasons for this.
That would have been a perfect kick had the ball not moved. Its hared to see but it looks like the ball may have started moving aafter he started his approach.
He started with his right foot forward. It is very natural in that position to have your first step be with your left foot and with only 2 steps it is very hard to adjust.
But wherever you plant your foot is your intended target - optimally just to the side of the planted foot but certainly could be a little forward or back in a quick unoptimal situation, but not as far as his was off.
The only other factor is that I think you are right the ball movement is a little odd, possible the down kid kicked/bumped it after the kicker started his movements, but still that would be the biggest miss I’ve ever seen (3 kids all played soccer from very little, watched all their games).

I saw that clip the other day, just head kicking part, and thought there was a good chance that he just misplayed the ball and the kick was mostly an accident.
But, I just watched that entire clip from the beginning. The entire team is playing dirty. The same kid, #2 is shown obviously intentionally hacking someone from behind, and what looks like a clear punch to the head. #2 is a dirty player, and he knows it and doesn’t care, so I change my vote back to intentional.
I was thinking what would happen if #2 kicked the ball like he intended. It probably would have hit the kid on the ground so I’m changing my vote kind of. I still think he kicked the kid on accident but he meant to hit him with the ball.
Watch the tackle #2 makes at the 40 second mark. He has no chance at making contact with the ball.
At the 42 second mark #2 has another flagrant foul (appears he makes contact with the opponents head).
The blue team’s coach becomes belligerent.
Other blue team members commit unnecessarily rough tackles / play. #2 kicks opponent in head after ball is cleared.
Looking at all the evidence, I have no doubt #2 intentionally kicked the other player. Does it deserve an arrest? That is pretty over the top. A penalty and suspension would be well served though.
