It’s nutjobbery based upon the Mayan calendar. It’s a lunar calendar, meaning it’s based upon the phases of the Moon. There are roughly 13 complete Lunar cycles per year, hence the reference to the 13 Moon calendar. The nutjobbery comes in because someone worked out that the Calendar should end sometime in the year 2012 (there have been many, many “end dates” calculated, divined or pulled outta the asses of various people over the years). At that pont, the world will end in various ways, depending upon who you listen to. Some less wacky discussion here:

Indeed. One of the more popular notions is that in 2012 the Earth will pass through some kind of energy field or something. It has a name, but I forget what it’s called. The Band of Enlightenment or some shit like that. Whatvever it is, it’s supposed to make everybody really happy; so happy they don’t even care that the Earth is being ripped to shreds or melted or some equally disasterous fate.

Well no. 2012 eschaton theories are related to the supposed end date of the Mayan calendar system, and the 13 moon calendar is based on but is not the same as the Mayan calendar system but 13 moon is not the 2012 eschaton theory. There are lots of 2012 eschaton theories floating out there, including from Terrence McKenna. Some are apocolyptic, some are not. The 13 moon system describes 2012 as a culminating date:
The 13 moon thing is not the mayan calendar. It’s a kind of reinterpretation of it combined with the supposed insights of Jose Arguelles. And the point of it isn’t to count down to 2012, it’s to have a calendar more in tune with natural cycles.
And there are people arguing for a 13month+1day calendar strictly for convenience, logical, or aesthetical reasons.
