You hit why I think it’s derogatory. It’s a name people give their pets when they want to give them a non-human name. Even if you like cats, you don’t necessarily think they are capable of running the country, except as a joke.
i was thinking along these lines recently. newt and mitt have barack sounding like a very common name.

i do know the full names of the candidates, i would not be able to resist checking off “mittens” on a survey.
