If Contestant B had predicted 34-7, it would be a tie, correct? Total difference would be 14 for both contestants.
I would suggest that the tiebreaker should be closest to the score of the winning team.
Then it would go to margin of victory. Actual margin of victory is 21. Contestant A has 7. Contestant B has 27. Contestant B wins.
Duh, of course! It would help if I re-read the tiebreaking rules.

The Bears did score 47 points on the Bengals this year. (Though the Bengals scored 42 points in return; it was just a high-scoring game overall.)

46-10 was the final score of Super Bowl 20 between the Bears and Pats, I assumed his pick was a reference to that.

(I watched that game but I 8 years old at the time and remember few details aside from the hype around it.)
The Bears did have some great hype that season. The Super Bowl shuffle, the Ditka craze, Refrigerator Perry, Jim McMahon & his illegal sweatband. I watched it in a room full of Pats fans, the atmosphere was not good.
EVERY single thing you mentioned, I remember. I think I even had a Refrigerator Perry GI Joe action figure from back then. 
I also remember getting pizza while I watched the game.
I remember nothing about the game itself. But again, I was 8, so the game was probably the least important thing to me at the time.
