2nd hand dvds (uk)

It is technically illegal for a shop in the uk to sell dvds that are not region 2 or 0. Online retailers get away with it by keeping offices and warehouses in places like Jersey (I dont know why this helps).

Given the high volume of dvds that are bought online by people in the UK it means there is a very large number of DVDs that are Region 1,3 and 4 in circulation.

What I would like to know is what are the rules in trading in 2nd hand dvds, and whether they are enforced at all. The end goal of my research is to find out wheher it is in any way legal in the uk to have a highstreet shop that sells second hand dvds of all regions.

As far as I’m aware, the issues surrounding DVD regions are something which hasn’t yet been tested in UK courts. The Jersey warehouses are just exploiting a VAT loophole, which doesn’t just apply to DVDs.
