Wherever there is money, there will be criminals. There is income tax fraud also. I’m all for hiring people to try to catch crooks. And there will always be a balance between too many hurdles and too much paperwork, which hurts intended recipients, and too little, which encourages fraud.
But this is all way different from hauling hunks of cash into a war zone with no controls.
