So the OP never got an answer? Sounds European. I quickly looked over 70’s Russian Sci-Fi but didn’t find anything. Could easily be Scandinavian too.

Could be, Funny that he directed The Late Great Planet Earth (Which was my OWN ‘what movie is this’ in a thread a while back)…cause it sounded kinda like one of those 70’s nihlistic films like TLGPE.
Whats funny is in my head the film described was a lot simpler then this. Just one guy in a very bright white hazmat suit wandering a deserted city. Think 12 Monkeys crossed with the brightness of 2001.
Yup. The best we had were film strips, s set of still images. Of course the talkies had only been invented recently.
