I have been scouring the web for video with audio of this from Fox News. Considering that the originating sources appear to be progressive activist websites, that no news organizations have reported this, and all we are seeing is a still screen capture, I suspect Photoshop.
When I see footage rather than a still, I believe. For now, I think it’s a hoax.
Lots of people misspell Sheboygan like that.
