The scenario being: Would Gore have invaded Iraq?
I believe so, although perhaps under different circumstances. With no sign of Osama Bin Laden, the President would still have been under pressure to produce a “victory”, an unmistakeable demonstration that something had been done in the wake of 11/9, in order to be re-elected.
However, I think Gore would have allowed Hans Blix to finish his work while engaging more closely with the UNSC. Same result, merely different timing and perhaps more of a “regime change” justification.
