Except D’Onofrio’s voice was dubbed, so he was really only half there. Still, he looked the part, didn’t he?

Leelee Sobieski in Eyes Wide Shut. Phenomenal

By Maurice LaMarche, best known as the voice of The Brain of Pinky & fame (which he based, of course, on Orson Welles, and I’d give one of my fingernails to be able to say “Yes!” like he says it in that role).
Michael Keaton as Dogberry the Constable in Much Ado About Nothing. The closest you’ll ever get to a Beetlejuice sequel. His performance is hammy, way-the-fuck-over-the-top, and totally hysterical. He gallops off with the film.
Lynn Redgrave’s three minute scene in Kinsey as a closeted lesbian wife/mother is also very good.
Good call.
Orson Welles as Wolsey in his scene with More in “A Man For All Seasons”. The scene may be a bit longer than the OP wanted, but his performance is brilliant.
Peter Ustinov steals just about every movie he’s in, no matter how long (or short) his screen time.
