Rufus Sewell just looks so evil all the time, I’m not even sure I could meet him in real life without him scoffing and looking at me in disgust.
I find his lazy eye distracting. Although when his name is mentioned I think of Fortinbras before I think of the hero in Dark City, so I think I might agree with you.
Mischa Barton just looks evil to me. I’ve not seen her in anything, though.
I’m also trying to decide if Walken’s turn in Scotland, PA would count as a “nice guy.”
I think Billy Bob Thornton looks pretty evil. In hindsight, it’s amazing that he was able to pull off a sympathetic character in Sling Blade.

James Spader doesn’t pull off nice guy very often
Watch Bad Influence some time. He’s not exactly a nice guy, but when compared to Lowe’s villain (yes, that’s Rob Lowe) he’s a positive saint.
He plays a nice guy in Crash, if somewhat sexually deviant. He also plays a nice guy in Sex, Lies and Videotape, also kind of perverted but in a sensitive way that doesn’t seem threatening. His character on Boston Legal can be a prick sometimes but overall I would say he’s a good guy.
Or as one of Biff’s gang in Back to the Future & BTTF2.
