Imagine that a known drug dealer is observed by police to get a job at a local restaurant, and then the police see a bunch of suspected drug buyers keep coming to the back of the restaurant, knock on a door, make a quick exchange, and then leave. Police suspect he’s selling drugs out the back door, and want a search warrant.
To make the warrant application stronger, they add in the statements from an informant who reports that he did get into the kitchen and saw a drug stash.
Turns out, we later discover the informant is himself a drug user, and therefore possibly unreliable, something the police failed to disclose.
Now, someone like our OP might howl that this makes the whole investigation a fraud. More reasonable minds, though, would recognize that - even if you discount this additional informant - there’s still a basis to go further with the inquiry. And they would likely also realize that the informant doesn’t have to be proven 100% pure to have useful information that helps complete the picture.
Perhaps more importantly, the law is intended to facilitate police investigations. That’s why - even if some evidence is speculative - there is a “good faith exception” recognized by the Supreme Court to allow even less than perfect warrants to be upheld.
Sure, the criminals caught violating the law complain loudly that the whole investigation is bullshit. But they do so as a convicted criminal, and usually from behind bars.
And law enforcement? They aren’t branded liars, and they certainly don’t lose their jobs over the whole thing.

No one has disputed this. But it wasn’t the only justification for starting the investigation, and in the end they concluded that it wasn’t a reliable report, thus it did not prove to be very useful in and of itself. You know what did prove useful? The evidence that people in the Trump campaign colluded with Russia.

The IG report spent A WHOLE CHAPTER describing the start of the investigation (Chapter 3). They very specifically concluded that the Steele Dossier did not start the investigation.
“On July 31, 2016, the FBI opened the Crossfire Hurricane counterintelligence investigation to determine whether individuals associated with the Donald J. Trump for President Campaign were coordinating or cooperating, wittingly or unwittingly, with the Russian government to influence or interfere with the 2016 U.S. elections. according to the opening Electronic Communication (EC), the investigation was predicated on intelligence from an FFG.”
“As described in Chapter Three, by the date the Crossfire Hurricane team received the six Steele reports on September 19, the investigation had been underway for approximately 6 weeks and the team had opened investigations on four individuals: Carter Page, George Papadopoulos, Paul Manafort, and Michael Flynn.”
