Alchohol vs dope and cultural differences

Seeing as how so many people strongly push for the legal use of dope and defend their stance by indicating that alcohol is worse but legal, it got me thinking.
There must be cultural issues around people’s behaviour whilst drunk or high. In Japan, there are rarely punch-ups or bouncers at night clubs. Something other than being drunk is governing their behaviour. Are we in Western countries unconsciously condoning certain types of behaviour whilst drunk or high and so they manifest in people’s behaviour.
What if everyone was told that being high makes people aggressive and being drunk makes people passive?

Dude. You’re freaking me out, man!

What if each little cell in our whole body, had a whole universe inside it, full of tiny people passing around tiny bongs, wondering about each of their cells?
