A lot should be released in 2012 actually - it’s the 30 year rule of the Official Secrets Act (Wiki link). However, certain secrets can be kept secret for 50 or 100 years. For instance, some spies may still be alive, so it would be wrong to release their names until they’re dead. Also, certain secret technology used in 1982 may still be in use, so that will need to be kept secret.

Just to point out that most of the Inquiry was made public in 2005. The parts that are sealed are the details of the victims, medical records, post-mortem details, crime scene photographs etc. No-one really needs to see those, I think.
