That’s a true story, incidentally.
In places like Chicago, where the police are corrupt and bad at solving crime, you tend to get cycles of murder like this because victims know the police won’t do anything. It doesn’t really matter if it’s gang-related or not, though gang activity is also highly correlated to shitty policing in which vigilante violence takes over.
