I see that Chimes at Midnight became available (NTSC, all regions), but it’s on DVD-R.
Has anyone had any experience with this service? Good quality?

I’ve bought a few things from them on DVD-R, have never had a problem with them. Don’t expect anything in the way of extras, not even a trailer. Hopefully whomever mastered it put in chapter breaks. Do you know if your DVD player can handle DVD-Rs? Most can, but some people have problems with them even if the disc works.
If you know you can play DVD-Rs, watch the disc as soon as you get it, though, to check for potential burning problems. I have yet to have an issue with any burned media I’ve purchased (10 discs through Amazon, 40 or more from Warner Archive), but they all have replacement guarantees in case there is a burning problem. Amazon replaced a case insert that had been printed incorrectly, so if that kind of thing matters to you, check the insert to make sure it’s printed well.
ETA: for Amazon, the quality of the actual movie will rely on whomever did the film scan, potential remastering, etc. Some can be good, especially if it’s a major studio or network providing the material, others can be low-quality. I’m not seeing any complaints on the site for the image quality or anything like that, so you’re probably going to be okay with this one.
