Even Sarah Palin doesn’t go around talking about how all the gays or the Muslims or the blacks need to be rounded up and killed.
If she were ambassador, of course she would have diplomatic immunity. If she were ambassador and she pulled out a gun and shot Justin Trudeau in the face, she couldn’t be prosecuted in Canada unless the United States agreed to allow it.
And certainly, a country can refuse to accept an ambassador from another country. It almost never happens, because in real life most countries send ambassadors to other countries to advance their interests, and not as a deliberate insult to the host country.
If Trump really did try to send Palin as ambassador to Canada, then it would be taken by the Canadians as a deliberate insult. I’m pretty sure somebody would try to talk Trump out of it before it became public. Your guess is as good as mine whether he would listen.
I don’t see how it’s a diplomatic-level insult. Palin’s a doofus but an ambassador’s job is to cut a few ribbons and say what the President wants them to do. Palin has never done anything mean to Canada.
That doesn’t constitute a diplomatic insult. Canada would not have any reason to reject her.

I was intrigued upon looking up some of the facts to know what the Senate has to confirm the ambassador to Canada. I didn’t know the Senate confirmed EVERY Ambassador, but it seems they do. The Ambassador to Belgium had to be confirmed.
I’m not saying that she would be chosen in order to send a deliberate insult. I’m saying that’s how Canada would interpret it. Yeah, ordinarily a former governor getting an ambassadorship would be no big deal, and actually a step up from the usual flunkies, see Gary Locke, former governor of Washington and ambassador to China.
She would have diplomatic immunity from our hate laws, but we could revoke our acceptance of her ambassadorship and turf her out of Canada.
I’m for accepting her ambassadorship, but then giving her alternate facts concerning dates, times and locations of all activities to which she is invited, and routing all calls she makes to anyone in Canada to Rick Mercer on a live mic.
Trump will assign a idiot wrapped in ideology to the job, so we might as well receive one that will offer good entertainment to those of us who like to point and laugh.
I don’t know if Palin would have been protected by s. 319 (2) (b) in a criminal prosecution if it were Canada in which she said such hateful things, but regardless of that, I believe that her having willfully promoting hatred should exclude her from admission into Canada, à la Doris Day’s blocking the Westboros, whether or not she is proposed by Trump for admission as the USA’s ambassador to Canada.

He is a stochastic terrorist with blood on his hands. Palin is no better. All joking aside, letting either of them into Canada would be offensive.
This would be a wicked good way to get one’s assassin killed, Huey Long Style. One programmes Sarah to shoot the Prime Minister; the grief-stricken guards, knowing the death penalty won’t apply:

b/ because it’s the American Ambassador.
c/ because Sarah Palin standing on a trap-door would arouse the wrath of millions of Americans regarding her as a second Jeanne d’Arc, and provoke them invading en masse howling for revenge.

In some countries this may be true. But it’s insulting to career officers who are deeply involved with their host countries, and sometimes are murdered in the line of duty.
What makes you think the Vatican is a beggar here? They currently have diplomatic relations with 180 countries, and that despite all the requirements you find “precious.”
