I…have no idea what that is supposed to mean.
But I think that SPOOFE might be saying that many people have guns that are never fired at a human being. And maybe that many people are shot with guns and actually survive the wounds. IIRC, most of the people shot in this country survived their wounds. I could be wrong about that, though.
