Do you remember what station it was on? Some stations show a list of artists/songs they’ve played and you might be able to look back and figure it out from there. Also, I think some DJs are good at replying to emails if you ask them (probably moreso if you ask them on social media).
Most likely not the guy you’re looking for, but Donnie Vie from Enuff Z’Nuff sounds a lot like Elvis Costello.
Fastball satisfies most of the criteria. I thought of them just from the thread title, before reading the OP, and did not know they were from Austin until I just looked at Wikipedia.

“Spoon” doesn’t have anyone’s name in it (obviously), but they’re from Austin and have a bit of an Elvis vibe.
I love my XM radio but the one thing you can guarantee is that any song that is in their rotation this month will be repeated every couple of hours on several related stations.

Good luck. Back in the 1990s I heard a radio article on NPR about a Scottish rock band. It sounded very interesting and I made a note to find out more.
Of course, in the early 1990s, you couldn’t just pull out your phone and look up the transcript and then look up the band and stream the songs. All I could remember was that they were Scottish and the band’s name might have started with “T.”
A few years later I managed to find a telephone number for NPR and managed to get a receptionist or intern or something but with that meager information she wasn’t able to help me.
In the early 2000s I heard Ricky Gervais and Stephen Merchant mention a Scottish band called “Texas” and I figured that might be it. I bought a bunch of Texas’s c.d.s second hand on Amazon. No, that didn’t sound like what I was looking for.
Then last year I was randomly surfing on YouTube and came across a late night talk show interview with Kelly MacDonald and she mentioned her husband was a Scottish musician in a band called Travis.
Ah hah! Some 30 years later I finally figured out that Scottish band I was meaning to look up.
