I don’t understand the question. Days in June are no rarer than days in April, September or November. Why isn’t the question asking about the ones in February? Those are much rarer.

The line doesn’t refer to numerically rare days. It’s about the rare, perfect beauty of June days:

We hear life murmur, or see it glisten;
Every clod feels a stir of might,
An instinct within it that reaches and towers,
