According to dogma, there is no such thing as a natural monopoly: The government has touched everything, so every bad market outcome is regulatory capture. Actually understanding what “regulatory capture” means is actively detrimental to understanding this doctrine.
Therefore, the fact it’s cheaper for an existing water company which has already laid pipes to add one more customer than it is for me to create my own water company and lay pipes out to everyone and every business isn’t real, doesn’t exist, and is due to government interference in any event, so it doesn’t matter and won’t happen in the True Libertarian Utopia.
