Haven’t played it in a while, but Battle for Wesnoth (or maybe Battle of Wesnoth) is a free turn-based small-unit fantasy wargame. The AI is not the greatest but it isn’t horrible, either. Not flash-based, though.

Weewar, Diplomacy, umm. Uh. Hex Empire!
All of the above are flash games that you can play online. The first two are multiplayer, the third is single player. All of these are Risk style wargames if that’s what floats your boat.
DiceWars is similar to Risk in that you attack adjacent territories and, if successful, move all-but-one of your troops to the conquered territory.
I’ve got one on my phone called Uniwar, which is an old school turn based hex strategy, and its very addictive.
if it’s Risk you want, you will have to try http://www.conquerclub.com/ . it is the best Risk game i know.
How about old games, should be easy on the requirements. I’d recommend:
Any of the older Civs up to 4. 5 is great, but it takes a gaming PC to run well. Any of the older total war series of games. Rome if you can handle it, if not the original medieval.
Stardock has a bunch on impulse, all really cheap. I’d go for Galactic Civ II and sword of the stars. Galactiv Civ II runs on my netbook without any issues.
