Trump doesn’t have line item veto so he’s in no position to stop a stimulus package. If he did then the Kennedy Center would have been turned into a parking lot for a lot less money. He certainly didn’t support the millions they got.
He’s on record as leveling the playing field for the USPS with his actions on international rates. this was an anchor around the PO’s neck. It wasn’t a blank check to keep it running regardless of how it’s run.
I wouldn’t put it past him. But I thought Voter ID laws were the Republicans’ attempt to suppress Democrat votes, whereas mail in voting actually helped the Republicans, because it’s mostly military members who use it. However, that may be an outdated idea, as general access to mail in voting has increased substantially in the last few elections. But still, I don’t see why it would do anything except shoot the Republicans in the foot. This election more than any will absolutely require mail in voting. Unless we get a vaccine by tomorrow and spend the next few months inoculating everyone.

According to a USA today article even if the USPS runs out of funding by June they still wouldn’t be out of business for quite a while, well past the November election, which means all the speculation of how Trump is trying to destroy the post office specifically so they can’t deliver mail for the November election as pure conspiracy bunk.
Although bankrupting the Post Office may not eliminate mail-in voting for November that doesn’t mean Trump or his inner circle realize that. I see no evidence that Trump is capable of planning past his next appearance on TV.

What would happen if the government of, e.g. California announced that it was taking over the USPS? “USPS” signs would have “Calif PS” pasted over them. Intra-state Post Office operations would continue as usual with salaries paid by the State. (Inter-state postal service would require inter-state treaties.)
