I seem to recall an interview with Mr. Loaf where he said that that refers to whatever that particular verse was talking about (“forget the way you feel right now”, “never forgive myself if we don’t go all the way tonight”, “I’ll never do it better than I do it with you”, “screwing around”). He also seemed a bit preturbed that not everyone figured that out.
