It’s called being trained. It’s very dog like to do what the pack leader expects of them - that’s why they’re so trainable. If dogs are roaming free in India, then the owners aren’t doing anything to train them. It doesn’t actually make for a happy dog as they become stressed from lack of order and constant fighting for position. Dogs like order, even if it means they’re bottom of the pack.
My WAG is that living in places with higher population density and smaller living spaces makes training more important.

Somehow, I think we’re all going to accept German-owned dogs are well trained.

Generally dogs do not make a difference between nationalities or colour or breed/race.
It all depends on the dog owner and the breed of dog.
In Ireland dogs are not as protective and more mellow as in Germany, which I guess is mostly due to the fact that in Ireland the dogs are not on the leash, whereas in Germany almost (all the time) every dog is on the leash and tied up and have less space to call their “own”.
Might also have something to do how the owners behave towards “strangers”.
Dogs are a nightmare in rural Italy, as people keep them as guard dogs - outside, on a chain and barking 24 hours a day. So not all Europeans are magical dog owners.
