Hmmm, maybe it does depend on the area - I don’t remember anyone sporting this look until the grunge era hit in the early 90s. Maybe it was an Ontario thing? I find blaming Ontario very helpful in these situations.
I’m an immigrant to Canada. They didn’t give me any Roots gear when I became a citizen. Damn. Maybe Canucks just wear it in 'Merca as a secret shibboleth, that has now been penetrated.

Actually MEC stuff is worn by Canadians cross-country. In Germany in 2001 I had an exchange student lean over while I was on a train and say “Excuse me, I’m going out on a limb here, but are you Canadian? I saw the logo on your backpack.”

I will admit that I have several items of Roots clothing that proclaim my status as Canadian, which I bought/were given to me after my partial move to the US.
They get me into some interesting conversations!
I have a Roots carcoat. But it’s leather. Call me CBC (Canadian By Choice).
