Are there any "long term" under water living facilities in use?

You know like the ones in “The Abyss”, “Leviathon”, “Deep Star Six” etc.?

Pretty much everyone of those facilities was in very deep water and they mined precious minerals.

Are there any deep water mining operations going on? If so, do they live down there? If so, how long are they there for at a time? Also if they exist, when was the first one established?

The Neptune Project is about the closest you will get right now. There is a lot of good info on that page.

Under sea mining like in Leviathon, the Adyss et al. is really not possible right now. At those depths you would need a multi-billion dollar housing project to house the workers, and a helium/oxygen breathing system that would circulate many thousands of cubic feet throughout the facility. If we are talking about the size proportions in those movies.

In modern day systems, there are research platforms in Florida and Greese that scientists routinely spend a month or two in…But as for large facilities…I don’t think they exist.
