I will just add that back when I actually ran in generally far-left circles back during the Clinton years, people seemed to be more generally anti-Western than opposed to US policies specifically. For example, people were angry about a lot of the NATO involvement in the Balkans and the UN-led sanctions on Iraq. It wasn’t really until 9/11 when the US started getting involved in foreign adventures that the rest of the West (mostly) did not participate in that the US became the sole target of scorn.
