What about travelling and exploration?
How long would it take to go Coast to Coast in the US if you were 1’ tall?

6 times as long, probably, if by foot.

And do remember that a lot of developments are due to the lone / small team explorers setting out on their own

I’d contend that very little exploration was actually of this nature.

And in any case, you’d be sending out teams of hundreds for the same trips.

Would it still be possible to catch and train something equivalent to horses?

Again: we train elephants.

(and if not horses - then what smaller animal would qualify?).

There’s lots of small hoofed animals - and remember that the ancestral horse was not the size of the modern one.
