Are Weevils ALREADY in flour - how do they get in?

If you leave a bag of flour for a long time it often has weevils in it - even if it has not been opened. Does flour automatically have little weevils in or do they come from somewhere else? I’m sure they come from somewhere else but for the life of me can’t find out where from. Anyone help?
