If America built their Embassy on Shwartznegger’s place of birth, would he become eligible for the Presidency, having been born somewhere which later became American soil? If so and elected, would he then become ineligible during his term of office if the Embassy were moved during that term?

No, because he was naturalized, not born a US citizen. All that matters is was he a US citizen at the time of birth. You can’t retroactively change that.

If the area was a US Territory but not a yet a State, that would be OK. I believe Goldwater was in that situation. But the area was already under US control and all inhabitants born there were US citizens at birth.

What happens (or happened) with people who were born in a place which became American…are they still Mexican (or Hawaiian, or Russian, or…)…

US embassies abroad are not “US soil” or “US territory” and people born in them are not necessarily US citizens. The US embassy in Vienna is not, for example, a tiny piece of the US excised from, and completely surrounded by, Austria. It is a tiny piece of Austria in which the US diplomatic mission has been granted certain privileges and immunities. But it is still a piece of Austria.

Depends. Since Hawaii no longer exists as a sovereign state, there is no internationally recognised Hawaiian nationality. But where the US acquires territory from another sovereign which continues to exist, then it is a matter for the law of that country to say whether the residents of the territory continue to have their old nationality (as well, presumably, as acquiring US nationality under US law).

As an example, all Puerto Ricans were declared to be natural-born US citizens in 1917 by an act of Congress.

So then they could declare Arnie to be a natural-born US citizen by act of congress, couldn’t they?
