Actually, this prectice has been going on since the start of the board (hence the missing user #1). I believe Lynn does most of the deleting, although Ed said he deleted a whole batch who signed up on one particular day.
The number deleted is the difference between the member count and the most recent userid [which you can see by hovering over a name].
For example, when I signed up the main menu said
“Members: 25,036, Threads: 127,899, Posts: 2,317,166
Welcome to our newest member, truman2 [userid=25114]”
Thus at that time 78 had been deleted.
A little-known bit of trivia: While you would expect the number to grow, at one point it shrunk - when the Big Backup set the board back to Dec 2001. It had been around 200 at that time.

Rockford - The thread appears to be deleted, but maybe someone who was here longer than you will be able to verify. Would have been in 2000. Ed would remember, because he used his stern voice and said “Everyone who signed up yesterday is toast”, unusually harsh words he probably rued immediately.
He has another name for such postings, to avoid sullying the Cecil/Ed socks. (I don’t have a cite for that part, but it’s been discussed, so look it up yourself.)
