could bad shocks (or struts, whichever is the case) cause a car to seem to “shutter” during tight turns?
Maybe. But I doubt it. Check with the automotive experts here, but you’re giving pretty vague info. Hie thee to a mechanic. Could be any number of things, including, for example, your front end, if there’s anything loose there, you could be in very serious danger when driving. So get it checked out.
To test your shocks/struts, give a good push down on each corner of the car. The car should return to it’s original position without any bounching of any kind. If the car bounces at all the shocks/struts are bad and need to be changed. Also look at your front tires for any kind of unusual wear. The tread should be even sidewall to sidewall and the tread depth should also be the same. If there are any kind of irregularities in the wear patterns there is something amiss with your front end steering and suspension parts and they will require immediate attention. I am guessing that it is a combination of the two and when you turn your tire on the inside of the turning the turn is dragging. It is dangerous to drive a car like this, have it checked out immediately.

Yes, but it is more likely that something else is the cause. Is it a front wheel drive car? If so, a constant velocity joint is much more likely. Is there any noise associated with this “shudder”?
Not really enough information given to diagnose anything, but my first thought was a bad CV joint.
