Say I have two credit cards, the first has no balance transfer fees at all, but the second says

" Balance transfer fee -Either $5 or 3% of the amount of each transfer, whichever is greater."

I want to transfer $$$ from the second card to the first. Will I be charged a fee?

That is, are the fees for ACCEPTING or RECEIVING balance transfers?

The card you are transferring the balance to charges fees, if any. To the other card, it’s no different than any other payment.
