I actually laughed my ass off when I first saw that because it sounded so bizarre. Never heard of such a thing in my life. Yet when I google it, it is indeed a thing, in a lot of different states.
yes it seemed really strange to me that a library would have fishing gear to check out. I believe I have heard of some universities have fishing gear to loan.
