Beijing to mark one-year countdown to the 2008 Olympics

I was a bit confused by the apparent contradiction in this story. The headline and first paragraph state:

Beijing to mark one-year countdown with 10,000 paddlers

Ten thousand Beijingers will play table tennis on 1,000 tables in Tiananmen Square to mark the one-year countdown to the 2008 Olympics on August 8, local media reported on Tuesday.

While the last paragraph states:

Beijing Olympic organizers have not yet revealed their plans to mark one-year before the opening ceremony but a million Beijing citizens performed traditional Tai Chi morning exercises in the city’s parks to mark the two-year countdown last year.

My initial thought after reading the last paragraph was, “What? You just told us about the plans they’ve revealed, and now your telling us they haven’t revealed any plans?”

But after some pondering, I now think the distiction might be: The city of Beijing (independent of the Olympic Commitee) is planning the table tennis event while the actual Olympic Commitee has not revealed any plans yet.

Does that make sense? Is that how you read it?
