In making my comprehensive resume, what items are best to highlight so employers will be able to notice my CV as foreign worker at a glance. Can anyone help me?

It might help to know what industry you are in and what sort of jobs you’re looking at.
Generally I find that employers look at where you went to school, what companies you worked for and what your title was. Maybe how long you stayed at each company.
The next thing they look at is maybe what you did there.
I’m not sure what you want to highlight. That you’re a foreign worker? That may be a plus or may be a minus.
I don’t know how it is in Canada, but in the US your visa status is very important. Can you start work for this company right away, or will they have to sponsor you? If so, you better have a very good story.
