Best US airport for a foreign tourist?

I’ve heard some horror stories about the US INS treatment of tourists, plus the huge queues and long waits. Now, I appreciate that they’ve got a job to do and that sometimes you get a real Jobsworth, and that sometimes you just get the full treatment at random, but if I were travelling to America, for which airports should I aim? Which airports have the shortest queues and the best INS staff? Either SE (Georgia area) or NE (New York / DC). I’d like to go and I’m hoping for some time next year.

Although I hate Dulles airport, the one feature it has in its favor is that the passport control line usually moves pretty quickly. I always try to avoid re-entering the states through NYC because the passport control lines can be nightmarish. I entered through Atlanta once and it seemed okay.
