No. The Beyonce song is about a woman telling her former lover that he has no right to complain about her being with somebody else after she gets tired of waiting for him to get serious and dumps him.
The xkcd comic is just riffing on the “ring” theme of the song.

And making the point that Sauron’s trying to control people with rings is analogous to marriage…
